What is the C-Line?
The C-Line is an intermunicipal transit partnership between the City of Leduc and Leduc County. The C-Line is a public transit (bus) service connecting the Leduc, Nisku areas and the Edmonton International Airport with the City of Edmonton.

It is called the C-Line because it is a partnership between the City of Leduc, Leduc County and the Capital Region.

Why are we providing the C-Line Public Transit Service?
Introducing a public transit system to foster more accessible communities is part of both City and County council’s commitment to growth.
The C-Line public transit service will ease the driving pressures on Leduc’s main arterial road system. Providing this regional transit service is more cost effective and provides more access to residents in the city and the county as well as commuters and workers to the airport and Nisku.
A public transit system is also part of our commitment to environmental sustainability.

Why are we doing this now?
The City of Leduc conducted a transit needs assessment in 2008. The needs assessment combined with the citizens satisfaction survey show overwhelming and increasing support for intermunicipal transit.
There has been a growing need to provide public transit for workers in Nisku and the Edmonton International Airport (EIA) as evidenced by surveys conducted in 2007 & 2008 by the Leduc Nisku Economic Development Authority (EDA).

When was the C-Line service approved?
While this partnership and regional initiative have been in the making for more than four years, Leduc County gave their final approval to commission the intermunicipal transit system (C-Line) on July 6, 2010 and the City of Leduc ratified their approval and support on July 12, 2010.

Why are there no sites to purchase passes in Edmonton or EIA?
We currently have no other sites to purchase passes, but we will investigate options to negotiate other potential sites in Edmonton and at the airport.

Can you pre-buy ticket packs (i.e. 10 passes)?
Yes, you can pre-buy ticket packs of 10. See Pricing.

Does one pass provide a round trip? Or is it one pass per time you get on the bus?
One pass is a single fare. There currently are no transfers; each time you get on the bus, you must pay a fare. The bus pass is good for an entire month. A pass holder can make as many trips as they like.

Is there any guarantee that prices will not go up for fares after one or two years?
The fares will be evaluated each year using the same criteria as Edmonton Transit System (ETS).

Do you have to have a pass or can you pay the driver?
No, you do not have to have a monthly bus pass. You can place the exact fare into the fare box. No change will be given by the bus operator.

Is there any transferability with these passes with other transit services?
There is currently no interchangeability or transfers with other transit systems such as Edmonton Transit System (ETS) or the Universal Transit Pass (U-Pass). The City of Leduc and Leduc County will however sell a combined C-Line/ETS pass, which will allow customers to access both the ETS and C-Line systems. The price of this pass will be the cost of the C-Line pass plus the standard adult ETS monthly pass.

Will this service ever provide interchangeability with ETS and U-Pass?
Ridership and system development will determine the future transfers/ interchangeability with these other transit systems and programs. Regional transit is a long range goal of the Capital Region Board (CRB) and this is the first step in a much larger plan to provide a truly integrated regional intermunicipal public transit service.

Do County & City employees get a discount on passes?
Either municipality can choose to give incentives to employees to use transit. However, this is a decision of council.

Will there be a discount offered by businesses/ employers to encourage employee commuting/ ridership?
Business development opportunities will be encouraged and employers ultimately have the final decision.

How much will this transit system cost?
The operating costs of the C-Line will be $492,000 per year before revenues, which will offset costs.

What are the capital costs?
There is currently no capital investment, as we are leasing the busses from ETS and these costs fall under the operating costs.

Who is paying for this Transit system?
This is a regional initiative between the City of Leduc and Leduc County and therefore they will be sharing the costs of this transit service.
The cost share breakdown will be as follows:
- City of Leduc: 65 %
- Leduc County: 35 %

How does this affect me as a tax payer?
Funding for this project comes from existing tax revenues and no new taxes are currently required to fund this project.

How many people need to ride the C-Line to make it viable?
Providing transit service is a policy initiative and a public service. City and County administrations will continuously monitor the performance of the system and report back to their respective councils.

What kind of busses will be on this route?
The C-Line transit fleet will consist of new Flyer 40 foot diesel buses, which have a passenger capacity of 37 seated and maximum 25 standing (as per Alberta Transportation exemption). The busses are also fully equipped with Wi-Fi capabilities. Wi-Fi is a trademark that manufacturers may use to brand certified products that belong to a class of wireless local area network (WLAN) devices. A Wi-Fi enabled device, such as a computer, mobile phone, MP3 player, etc. can connect to the internet when within range of a wireless network.

Where will this route run?
The C-Line route from Century Park to our region will be known as Route # 590. The route will run Monday through Friday during peak commute times.
In the morning (starting at 5:36 a.m.), the C-Line leaves from Century Park in Edmonton and travels to the Edmonton International Airport (EIA), Nisku and Leduc. It then travels back to Century Park (Edmonton) to arrive7:03 a.m. This morning route repeats three more times.
In the afternoon the route is the reverse. Starting at 4:05 p.m., the C-Line leaves from Century Park in Edmonton and travels to Leduc then Nisku and then the EIA. It then returns to Century Park (Edmonton) to arrive at 5:31 p.m. This afternoon route repeats three more times.

Why does the route only run at peak times?
Peak times are the most likely to recover costs and provide a base level of service for the community. This is the first step in a much longer journey towards a truly integrated regional intermunicipal public transit service; therefore the C-Line service will continuously be evaluated for enhancement.

How were peak times determined?
Peak times were determined based on high usage times. The C-Line will run Monday to Friday during peak commute times (5:30 to 8:30 a.m. and 4:00 to 7:00 p.m.).

What days will this run? Why not weekends?
The C-Line will run Monday to Friday during peak commute times (5:30 to 8:30 a.m. and 4:00 to 7:00 p.m.). The C-Line currently does not offer service on weekends; however this is the first step in a much longer journey towards a truly integrated regional intermunicipal public transit service.

Will there ever be service offered on non- peak times and weekends?
This is the first step in a much longer journey towards a truly integrated regional intermunicipal public transit service; therefore the C-Line service will continuously be evaluated for enhancement. We will review service schedules and determine if the demand and need is there to investigate opportunities to extend the C-Line service into non-peak commuter days and times.

Will there be some sort of signage to indicate where the stops are?
Yes, in some locations we will have C-Line bus shelters and in other locations we will have C-Line signage.

Will Leduc County Centre and EIA, etc. allow passengers to wait in a designated area?
Yes. In both these locations we will have prominent signage as there will not be bus shelters in these locations at this time.

For the stop at Leduc County Centre - will there be additional taxi cabs or shuttle on site to move passengers from the C-Line to their place of business?
This is the first step in a much longer journey towards a truly integrated regional intermunicipal public transit service. However, the possibility of an internal route within Nisku is currently being investigated and reviewed with local businesses in the area.

Will there be parking options/ sites in Nisku & Leduc?
In Nisku, parking will be available in the overflow lot at Leduc County Centre on a first-come, first-served basis.
Sites within Leduc will not be designated for park and ride until we can determine the need for dedicated parking locations. The city encourages citizens to take the most effective method of transport for them to reach their preferred transit stop in the city.

Why should I take the bus versus driving my own vehicle?
Using public transit, such as the C-Line, helps reduce your environmental footprint and that of the entire region. Even with modest use, using the C-Line could help reduce our region’s greenhouse gas emissions by almost 90 metric tonnes.
The C-line is a reliable and affordable alternative when looking for a way to get to Edmonton from the Leduc and Nisku area or alternatively from Edmonton to the Leduc and Nisku area.
The C-line also offers commuters the opportunity to relax or unwind before and after work or school without having to deal with the stress of traffic congestion, poor roads and the like.
C-line’s fleet is also fully integrated with Wi-Fi capabilities giving users the opportunity to catch up on some work, homework or just surf the web while enjoying a safe, hassle-free ride to their destination.
Why not just give it a try? You may be surprised at how much you enjoy it!

Why is there no service to the Nisku Industrial Business Park area?
Leduc County Centre was chosen as a centralized stop in the transit planning process. This initial launch and service is the first step in a much longer journey towards a truly integrated regional intermunicipal public transit service; therefore the C-Line service will continuously be evaluated for enhancement.
Leduc County is however currently investigating the possibility of an internal shuttle service within Nisku to accommodate the many people who work in areas throughout Nisku. As the C-Line will have only one stop in Nisku (at Leduc County Centre), Leduc County is currently trying to garner interest from local businesses to see if they would be interested in working together with Leduc County to provide another commuting option for their employees by making this shuttle service a reality.
